Kane County Hospital has received formal approval from the Arizona Department of Health Services to provide ambulance services in northern Arizona, clearing the final regulatory hurdle in a process that has been underway for months.

The state issued a favorable decision on the hospital’s application for a Certificate of Necessity, allowing Kane County Hospital’s EMS program to operate across the Utah– Arizona border and serve the community of Fredonia, as well as surrounding rural areas frequented by residents, travelers and recreationists.
As previously reported by the Southern Utah News, the application drew strong community interest and support, with hospital officials citing long response distances, limited service availability and the unique geography of the Arizona Strip as key factors driving the request. Hospital leaders have consistently framed the effort as a regional service need rather than an expansion play.
In a statement announcing the decision, Kane County Hospital thanked community members and its EMS staff for their support throughout the process. EMS Director Ben Armstrong praised the professionalism of local providers and emphasized the hospital’s commitment to rural emergency care.
The approval allows Kane County Hospital to begin serving northern Arizona patients under Arizona regulatory authority, strengthening emergency medical coverage in an area where geography and distance can significantly affect response times. Hospital officials have said the goal is improved continuity of care and faster access to emergency services for communities on both sides of the state line.
