Fredonia transfer station complete and operational

The Fredonia Town Council met in the council chambers at the Fredonia Town Offices on Tuesday, April 15, 2025. Council members Dirk Ballard, Kenny Johnson and Vice-Mayor Cecil Scott were in attendance, as were Town Clerk Tracy Stumpf and Deputy Town Clerk Brittany Jackson. Vice-Mayor Scott called the meeting to order at 7:03 p.m.

During the public comment period Jennifer Thayer spoke about damage to her father’s headstone and other headstones at the cemetery. The council advised her that they would look into it. Jennifer also asked the council to look into fixing the air conditioning in the senior van. Superintendent of Schools Dorene Mudrow spoke to the council about safety drills and bullying mitigation programs at the school, noting she would be glad to present to the council in greater detail at a future meeting, if needed.


The council first addressed consent items, unanimously approving the current meeting’s agenda and minutes from the previous regular meeting and executive session. The council also authorized the payment register for March 25 and April 3, 9 and 15, 2025.


Public Works Director Skyler Palmer updated the council regarding ongoing projects, noting that the roll off and new concrete walls at the transfer station are complete and the limb pile is operational. The 630 new power meters that were purchased have been installed and are being integrated into the system. The pool is being prepared for a new season, and the surface material on top of the dike is settling securely.



Fredonia Police Department Officer Joshua Harris reported that in the last month there were a total of 303 citations, including 290 civil traffic citations and 1 petty citation and 13 criminal traffic citations. The department received 46 calls for service and recovered one stolen vehicle.

Greg Honey of the Fredonia Utility Board reported about the rate study with K.R. Saline and requested to put on the agenda for the next council meeting to approve the utility board going from seven to five members.


Fredonia Town Clerk Tracy Stumpf reported on the ongoing budget process, noting that it will likely be completed by July. She also reported that readdressing of town streets has been organized and is underway. Changes are up to individual homeowners but must go through the system.


Under Action Items the council approved the liquor license for Buckskin Tavern, as well as approval for the business to host a concert on May 19, 2025, from 8 to 9:30 p.m. and to set off fireworks at the end of the concert. A zone change to commercial from open space was approved for Don Cox. Daisy Johnson received permission to allocate funds for paying off some police department vehicles.


Next, Elizabeth Whitlock from Sage Flats Subdivision addressed the council. Councilor Ballard expressed concern about the development’s entrance and the drainage, noting that the town was having Chris Heaton with Iron Rock look at the plat. Ballard also said more than once how excited the town was to be working with Sage Flats, who is building three homes for park employees at Pipe Springs. The council voted to postpone any action until the entrance and drainage issues are resolved.


Finally, the council approved a $3/hour pay raise for the town clerk.


The meeting was adjourned at 9:12 p.m. Fredonia Town Council meetings are held on the first and third Tuesday of each month at 7 p.m. at the town offices. Agendas and minutes can be found on the town website at fredoniaaz.gov.
