The Fredonia Town Council met in the council chambers at the Fredonia Town Offices on Tuesday, March 4, 2025. Council members Dirk Ballard, Frank Banks, Kenny Johnson, and Vice-Mayor Cecil Scott were in attendance, as were Town Clerk Tracy Stumpf and Deputy Town Clerk Brittany Jackson. Vice-Mayor Scott called the meeting to order at 7:10 p.m.

The council first addressed consent items, unanimously approving the current meeting’s agenda and minutes from the previous regular meeting. The council also authorized the payment register for February 20 and March 4, 2025.
Senior Center Director Sonya Kimball reported that the center served 1,300 meals in January and 1,078 meals in February. The center also recently received a donated couch and an Xbox video gaming system, both of which the seniors are thoroughly enjoying. Kimball also noted that several hundred dollars in donations had been received over the last two months and thanked the council for its support of the program.
Town Clerk Tracy Stumpf reported that work on the budget continues, with a draft expected by the end of May and a final draft by the end of June. Stumpf also reported that a review of the town’s current insurance provider had been completed, noting that despite an increase in premiums it remains cost-effective to stay with the provider. Finally, Stumpf reported that the office was looking into an interest free loan from the Greater Arizona Development Authority that might be used to mitigate the cost of the town’s ongoing sewer project.
Fredonia Police Department Public Information Officer Daisy Johnson addressed the council on the department’s need for another police vehicle, noting that it currently has two working vehicles. Johnson stated that the department’s budget has room for the purchase and outfitting of a used cruiser that will meet their needs and asked the council for approval, which was unanimously provided.
Finally, the council went into Executive Session at 7:42 p.m. to discuss pay increases for police department personnel, returning to open session at 7:58 p.m. to approve the proposed action with one abstention. Councilor Ballard recused himself from the Executive Session and vote.
The meeting was adjourned at 8:02 p.m.
